DARE – Deployment And Engagement of Resources and Citizens for European Emergency Response
Funded by: Horizon Europe / the European Union’s Framework Programme for Research and Innovation
Supervised by: Fraunhofer Institute for Technological Trend Analysis INT
Budget: approximately €3.6 million
Coordinator: Fraunhofer Institute for Technological Trend Analysis INT
Consortium: 15 partners from 10 European countries, including research institutions, civil protection authorities, NGOs, and technology organizations
Goal: DARE strengthens Europe’s response capabilities for cross-border disasters. The project focuses on harmonizing operational procedures, ensuring interoperability of command structures, integrating digital tools, and actively engaging citizens and volunteers.
The project is developing an open real-time dashboard that consolidates data from hazard monitoring, authorities, and citizen reports. This enables more accurate situational awareness and more efficient communication between incident command and field responders.
In addition, DARE compares and harmonizes Standard Operating Procedures (SOPs) and conducts training sessions and field exercises. Digital media further enhance public engagement throughout all phases of crisis and disaster management.
Project launch: October 2025
Project end: September 2028
